The Australian Group (AG) is an informal forum of countries that, by harmonizing export controls, wants to ensure that exports do not contribute to the development of chemical or biological weapons. Participants in the Australia Group help countries meet their obligations under the Chemical Weapons Convention and the Biological and Toxin Weapons Convention as much as possible by coordinating export controls. IpPC is a contract to prevent the introduction and spread of pests to plants and plant products and currently has 177 government recipients. IPPC has developed plant health guidelines and serves as a reporting centre and source of information. Seven regional plant protection organizations have been established under the aegis of ipPC. For example, the North American Plant Protection Organization (NAPPO) consists of the United States, Canada and Mexico, which participate through APHIS, the Canadian Food Inspection Agency (CFIA) and the Plant Health Directorate. The European and Mediterranean Organization for the Protection of Plants (EPPO) is an intergovernmental organisation that is also responsible, within the framework of the IPPC, for plant health cooperation between 50 countries in the European and Mediterranean region. The BTWC prohibits the development, stockpiling, supply, storage and manufacture of biological active substances and toxins “of species and quantities that have no justification for prophylactic, protective or other peaceful purposes,” as well as weapons, equipment and delivery vehicles “intended to use such products or toxins for hostile purposes or in armed conflict.” International agreements are formal agreements or commitments between two or more countries. An agreement between two countries is described as “bilateral,” while an agreement between several countries is “multilateral.” Countries bound by countries bound by an international convention are generally referred to as “Parties.” In addition to treaties, there are other less formal international agreements. These include efforts such as the Proliferation Security Initiative (PSI) and the G7 Global Partnership Against the Proliferation of Weapons of Mass Destruction.
