Any State so invited may become a party to the Treaty by depositing its instrument of accession with the Government of the United States of America. The Government of the United States of America shall inform each Contracting Party of the deposit of each of these instruments of accession. The following twelve states signed the treaty and thus became a founding member of NATO. The following Heads of State or Government signed the Agreement as plenipotentiaries of their countries on 4 April 1949 in Washington, D.C:[5][6] This Treaty shall be ratified by the Contracting Parties in accordance with their respective constitutional procedures and its provisions shall be implemented. The instruments of ratification shall be deposited as soon as possible with the Government of the United States of America, which shall notify all other signatories of any deposit. The Treaty shall enter into force between the Ratifying States as soon as the ratifications of the majority of the Signatories, including the ratifications of Belgium, Canada, France, Luxembourg, the Netherlands, the United Kingdom and the United States, have been deposited, and shall enter into force for the other States on the date of deposit of their ratifications. (3) Some authors wanted more than just military cooperation between the signatories. They wanted to extend cooperation to social and economic cooperation, but there were different views on how to deal with non-military issues. Ultimately, Article 2 was implemented and now forms the basis of the Alliance`s political and non-military work.

33. The CSE Treaty is a cornerstone of European security. We reaffirm our commitment to the successful adaptation of the Treaty, which takes into account the new security environment and paves the way for more conventional security and stability in Europe. In the course of the negotiations so far, Alliance members have already declared their intention to reduce their claims or equipment stocks, and we strongly encourage others to do the same with equally significant reductions. In this context, we are pleased that the Contracting States of the CSE reached agreement in Vienna in March 1999 on the main outstanding issues, so that the work on elaboration can continue without delay. Allies will make every effort to finalise an appropriate treaty to be signed by the OSCE Summit in Istanbul in November 1999. .
